to be accepted in a japanese university is it required to have high grades? is it necessary?

Maybe you should try to contact some japanese universities and ask them about the formalities and grades needed in order to be accepted.

I don't know about the grades,
but about the japanese language they ask generaly a N1 or N2 level of the "Japanese Language Proficiency Test (JLPT)" .
