Working as a freelancer in Namibia

Can foreigners work as self-employed in Namibia? What are the formalities to work as a freelancer?

What are the pros and cons of this status: social security, tax system, etc.?

How is the freelance market in Namibia?

I don't have all the answers you are looking for, but I would love to see a bigger freelance community here. I am currently looking for IT Web and database systems experience. Hard to find freelancers and I'm not sure why?  Could be a very big opportunity for small business who can't afford full time people, and for those who have a skill and want to be self employed.
