Living there costs -facilities for my children study and so on.
How is working quality in Vietnam?

I do not know much about the steel industry here.  But I can say that if you land a job that pays 3000USD a month, that's more than enough to sustain you and your children.  Of course you will probably be looking for a higher income, but that is a reasonable amount.  As for studies, District 2 and 7 are hubs for international schools.  I currently work at Singapore International and it has wonderful teachers with a high graduation rate.  Many of these international schools will push and challenge students so they're ready for uni.  Sorry I'm not much help with the steel industry.  That's a very specific career that you may need a locals help with.
