Steps of applying for a PRC as a retiree

I am hoping that someone will be able to walk me through the steps of applying for a PRC as a retiree. My wife and I are aware of the need to invest $1,000,000 for Provo or $300,000 on other islands in either new property or renovation of existing property. If new property, does the investment include the cost of the land or only the construction cost? Is there a minimum assured income requirement? If so, how much (and is that per person or as a couple?)? Is completion of a knowledge of the island test still required?

Unless you have spent time in the Turks & Caicos Islands and are sure that you will like it, I would hold off on the PRC.  You can get a residency permit good for a year and renew-much less money.
