I am wondering if anyone has any suggestions to where I can find a kayak or sailboat to rent or purchase at a reasonable price. My fiance and I are coming beginning in October after volunteering in Laos, so we're looking for something relatively inexpensive. We're experienced kayakers and sailors and are trying to find out what's available. Planning on island hopping for about three weeks.

I don't know what is a reasonable price for you but if you search on internet you will find many websites in Phuket and Krabi.
I have seen rental price for a single kayak of 3,900 baht for 3 days, up to 18,000 baht for 1 month !! and rental price for a double seats kayak of 900 baht per day. I am not expert I can't say if it is reasonable or too expensive.
Anything not manufactured in Thailand, will cost you a lot because of import duty and taxes
