One would need a functioning post office first in order to even have stamps.

Not really necessary for a post office. Most of mine are 1800's and early 1900's. I am trying to evaluate what I have and would like someone more knowledgeable than me to exchange ideas and best practices. Most stamps for collecting are purchased, mine were inherited.
