Visit visas are open all year round...as claimed by Foreign Ministry of KSA, so it shouldn't be a problem for your fiancé to arrange it, even during hajj or before

Hello Sunbat,
Hajj visa allows you to visit Jeddah, Mecca and Madinah. I know some people who visited relatives in Riyadh but I feel they took a risk.
You can definitely meet your fiance in the three cities as long as she travels to the above 3 cities accompanied of course by a Mahram محرم .
Saudi Arabia does not offer tourist or visitor's visa. Only an organization or a company can issue you a business visit visa or a blood relative working in Saudi can invite you.
