Closest is probably Cabrara and it is a small one. Largest in the area would be 35 min to the east in Cabarete/Sosua area

Not aware of it. However where every you find a "small French community" here they will all speak strictly French unless they are dealing with a tourist or someone the have to do business with who speaks English.
