Arrived and received 30 day entry with no VOA because they are from Norway
They are staying 45 days in Indonesia
They have 2 totally different answers from 2 visa agents
First says that they can now get a VOA
Second says that extending a 30 day entry is now impossible
Which one is correct?

If they entered visa free then they can stay for max 30 days and have to leave again it can not be extended.
They also can not change it to VoA when here.
