What is the requirements for non eu citizens to open a company and get residency in hungary?

Personally you will no doubt have to fulfill all normal legal requirements for a residence permit.
For the business you have to submit a detailed business plan to show how your business will earn your necessary livable income in Hungary and why your residency in Hungary is necessary for the business to operate. If approved you get a three year temporary visa. Failure to maintain a profitable business may mean your visa is not renewed.
That is the info I knew the last time I checked, but laws change and I am not an attorney.
