Inheriting property in Sarajevo + how to open business in Bosnia?

Hi there! I am new to this forum and hAve some questions. Maybe somebody can help me out.

I have inherited an appartement in Sarajevo from my father. He had an montenegrian pasport.
I have a Dutch pasport.
Now.....I would like to buy another property having this apartment as a guarantee to apply for a mortgage.

1. Is this possible?
2. Can I buy property with a Dutch pasport?

I also know that it is most easy to open a business in Bosnia for owning property.

1. How do I open a business in Sarajevo
2. Does someone have a reliable contact in Sarajevo (lawyer I.e) who can help me out with this matters?
