Business Owners wanting to relocate or expand operations

I am a third party national based in South Africa with an established IT Business operational since 1999.  I am busy investigating options to expand my operation into Europe and would like to find out more about what incentives and benefits Malta has to offer to Business Owners wanting to relocate or expand operations.

I have compiled a couple of questions below which I would appreciate some feedback.

Government requirements and costs for establishing or relocating Business.
-Tax incentives, business and personal.
-Business incentives and tax rebates for the following:
-New Business Development.
-Research and Development.
-Funding.
-Marketing.
-Business Travel.
-CAPEX.

Assistance with Visa's for Business Owner and Family.
-What type of Visa's would the Business Owner and Family qualify for.
-Does the Visa Qualify for access to Medical, Education, Pension, etc.
-At what stage can citizenship be applied for or is it automatic.

Additional to the above what is best way I can approach this, would it be through law firm specialising in business setup and Immigration or can this done directly with Consulate in South Africa.
