Well, almost three years back, Beeline used to give a very cheap rate for Beeline to Beeline dedicated calls, especially at late hours.
This time I am using Mobifone and apparently they are charging a lot for Mobi to Mobi.
Do they have any special package for a single Mobi to Mobi dedicated line? If yes, how to activate it?
Else, can anyone suggest which of these GSM network providers are currently offering cheaper deals for such a dedicated line?
Viettel/ GMobile (Beeline)/ Vinaphone

It seems only Viettel can match your desires at this moment.
by simple way of messaging to network system with 5.000vnd/60 minutes talk/ a day. i'm afraid that no MNO can offer such services like Beeline had did.
the syntax of registration as below:
Messaging: DK5 send to: 109 for subscription.
Messaging: Huyft sent to: 109 fro cancellation.
Please also note that your subscription will be renewed/extended for the next day after the previous subscribed date expired. and of course, your mobile account will be reduced 5.000VND/ successful transaction.
