Learn russian. Learn belarussian, study soviet history. The street signs are belarussian niw, but 70% of populace still speak russian, and many textbooks are russian. im not expat yet, but thats what i know so far.

If one has possibility to choose I highly recommend to live near Latvia, Lithuanian and Polish order. The near border residents have special freedom for travelling to EU countries.
