As citizen of Iraq, you need to apply for a visa before travelling to Singapore for tourist purposes (up to 30 days).
You can apply for this visa at the nearest embassy or consulate of Singapore. Since there is none in Iraq itself, you may contact the missions in Amman (Jordan), Beirut (Lebanon), Riyad or Jeddah (Saudi Arabia), Ankara or Istanbul (Turkey).
There are also no direct flights from Iraq to Singapore, so you might need to travel to a major airport in the neighbouring countries first.
