Options for Transporting Dogs

We have a family pet that is too big to travel in the cabin, and a flat faced breed (Shitzu) that can not be transported in the cargo area. Airlines do not permit breeds such as these (pugs, boxers, etc) due to potential breathing problems due to lower oxygen. However, pet relocation services will do it- for a very large price. Does anyone else with similar circumstances have alternative ideas for shipping these type of pets?

He is 18.7 lbs and exceeds height and length guidelines of the airlines.

Yes, put him on a diet
Our Havaneese weighs in at 15 pounds and we just get him in.
I wish I had other options for you

Yes, we actually helped him lose 2 pounds, thinking only weight was involved, then I found out that the height and length disqualifies him anyway. We also have a Havanese puppy!

A pet relo service said for this situation to get him on an extremely early cargo plane to avoid high temperature and to buy an oversized kennel for more oxygen. We are looking into the cargo plane option now.
