Yes its okay to wear shots for men, just make sure its below the knee. But I sometimes see men running at the corniche in the morning wearing short shorts...

As @madphotographer pointed out. It's okay to wear long shorts and not be conspicuous.

in riyadh, a liitle bit strict, but here in jeddah, shorts and even sando,s(tshirt without sleeve) you can see men in the mall or supermarket wearing it. and got some friends who rides in taxi's with sleeveless shirt.
