If you need to get a document notarized to give to a government agency in the US, can you use any notary, or do you have to go to one that is certified through some US process?

I had a document I needed for the US and decided to be safe I went to the US Embassy and paid the $50 fee.  By having documents notarized by the Embassy it is much less likely they will be questioned as valid here in the US.
