In terms of traveller accommodation, Berlin is one of the cheapest places in Germany: You can find rooms starting at EUR30-50/night, or EUR40-60/night with attached bath - and some of them are actually not too bad (although you can't expect luxury at this price). Check hostelz.com or similar websites to find them.
Couchsurfing, i.e. staying with private hosts in their homes, is a completely different experience and takes more effort and time. You should only do this if you are prepared (and interested) to spend time with the hosts instead of sightseeing and other typically tourist activities.
