Jobseeker Visa in Norway

Hi,

I'm from Philippines and I like to live and work in Norway but I am confused as to how to enter Norway now. I have studied Norwegian and hold a SAK certification as a Helsefagarbeider but the Student Visa Program has been stopped and now my option is to apply whether for Jobseekers Visa or Tourist Visa. Can anyone can share me their thoughts? Thanks.
