Hehe. I thought you were talking about hair that is black in color. Was wondering what the fuss is about. 
I would imagine most places have someone who can do it because women of all backgrounds have the kind of hair that people might call "black" hair. Many Saudis have hair that needs dedicated treatment too and their hair looks well cared for.
