Need assistance from a person who can speak both English and German to help with visa registration at the Foreign office. I had been to foreign office but the person at the counter will converse only in German and has asked me to bring along someone who speaks German. Please suggest.

These officials are usually able, but do not want to converse in English (and many of them try to make things as difficult as possible). I once had a success by sending a complaint to the Foreigner Office (Auslaenderamt) saying that in my opinion it is inappropriate to place somebody there who does not speak English - my wife's visa was done the next day!
Well, but if you really need German speaking help, maybe you can ask your colleagues or friends?
