Power cuts?

Has anyone experience power cuts in the Tarn region. Turned a light on at 8am and it flickered a couple of times then went out.
Not really something I'm expecting to get a lot of France being a nuclear state, does this kind of stuff happen much here.
I wonder if its just the land lord not being on the ball. Perhaps there are some schemes I could suggest to him, he's English you see so I suspect after 20 years the electric company are making a mint out of him.

Does any one know if there are any power outage simulations today organised by the state?
Does any one know what the compensations scheme is like for food as I've just done the shopping (laughs)
Might just get a bottle of wine from the shop and have BBQ.

Checked the fuses all seems to be in the right position. Have light a few dining room candles and got out the torches out, stocked up on wood.
Are there places I can hire a generator?
