Personally, I prefer markets over air conditioned malls. They are much more interesting!
How about checking out Pasar Pabean...assuming of course the original question relates to shopping for souvenirs in Surabaya.
It's been a good few years since I've been there, and hopefully that market is still alive and well, and has not gone the way of the pasar kupu kupu malam! 
(Just kidding).
