I would like to study certified german language . Is there any Universities or language school which provides valid language certificate and visa stuff.

A simple Google search should show you the language schools in your area.
The best value for money is Volkshochschule and universities, private language schools cost a lot. In case this is what your question means: You can only get a visa for full-time studies (and not for Volkshochschule).
