Yes,as I know you can..it just take little bit time,as I'm still waiting for my Oman Visa about 2 months or more...
you can search job site and post your cv there or apply in any position that you want...
just search and apply and apply and apply....everyday in Gulf search site.

yes ,sometimes It takes little bit more time,
it depends....
and as said says,and you know better,every country has own and different law...
so ...I'm not sure...
but in my idea...dont give up and dont listen to anyone ,just apply and apply like the way I do..
