Registering my car in Malta

My wife and I plan to move to Malta next month and bring our car with us.
We do not have the ID card for Malta. Can we register the car without one or do we wait until we get one?

From my understanding on this matter, you can only register your car when you become resident or plan to apply for the EID card. So, in that sense, I'd say yes, you'd need a EID card to register your car with Maltese plates. While you're not a resident you can drive your car here as a tourist. Once you become a resident, you've got I think about 30 days to register it. Have a look HERE, it might help to clarify some of your doubts.
