400 BD with free accommodation and free transportation is good

Without knowing what your occupation is, or your schooling, it is impossible to say what a minimum salary would be.

Am a graduate of Urban and Regional planning and i have professional certifications in safety (Local and International). And i can also use software for design.

Unfortunately, I don't have any experience in that area, so I cannot give you an average salary.
Perhaps someone else on the forum can advise you
