How can I obtain another copy to appky for my vietnamese citizenship? My blood father is currently in Vietnam if that helps.

You lost your birth certificate? You still keep any copy ? Your father should go to the place he registered birth certification and ask them to check. It can take many days and rather annoying job for the committee. I suggest him to pay some money to encourage people there to tons of papers.
