there is a driving school here. after he is done in the schooling. he will take a test and if he pass he  can get his license automatically within 3 days after taking the exam.

I remember you saying your husband is American.  If so, they will just give him the license on the basis of the US licence, without an a driving test.

At least that's what I saw in Jeddah when I got my license in 2009.

It was more like, speak english, everyone wants to help, you might be paying more than the normal rates since you are an expat but its worthwhile good luck
