When you apply for a VIPER Permanent Visa based on family reunion abroad, it can take 3 to 6 months, depending on the country in which you apply. They don't make the decision, all your information comes back to Brazil, it is checked and verified by the Ministry of Justice who decides if you get the visa or not. You can't expect this to happen overnight, be patient!
Things could always be worse, if you apply for a VIPER Permanent Visa in Brazil it will take two years or more to be processed.
