validation of virginia driving license for authorizing use in France

We hold a virginia driving license for over ten plus years; how do we approach the matter ? Is there a reciprocity between Virginia (USA) and France?
Is a U.S. citizen allowed to use the Virginia license tag and continue to driving until such time we get a French Carte Grise-- for how long ? Who actually issues an "official Authorizaion" -- customs, local prefecture ot who else?

I don't think US states would have any reciprocal arrangement - but maybe they do. You might have to buy an International Driving Permit, which is good for a year in most countries of the world.
