I applied for my mother & Sister (she's married too) together, MOFA approved visa for my mother only. Then I noticed on a FB page that MOFA actually approved sister Visit Visa requests during past few days. So I have applied again with high hopes 
. So if your question was if MOFA gives sister's visit visas, then the answer is YES, they do
