Moving from the US and not sure where to live. I was thinking about Cebu, Talisay, Mandaue and Mactan.can anyone help me and give info about the best place to live and how to find a rental.

Hi not much info but my suggestion is to come here for a 21 day visit and have a good look around

Cebu is fine if you like living in the country side. I live in Batangas area in the Philippines. Its a country side also which is around 1.5hr drive from Manila.

Maybe you can also try to visit the place if you love natural beaches and have the heart for the environment. It's also a place which not usually affected by natural disasters in the country.

You can also consider Tagaytay and Laguna area But among your choices that you mentioned, i think Cebu is a nice place. there are lots of expats visiting the place.
