Are you referring to Automovel Club de Portugal?
The government agency that deals with drivers licenses is the IMTT Instituto da Mobilidade e dos Transportes Terrestres.

ACP is a Private Automobille Club, that can offer you several things, if you are a member.
I'm member so i can have discount in several products as gasoline, insurances, trips, etc... they also organize all the papers related with automobiles.
