Hi Jun,
Hanoi is Ok. Weather is fine here. it gets cold from November to March. Cost of living is not expensive. Basic means of transportation is motorcycle. ( a lot of motorcycles). Are you going to work here? study? tour?
I've been here for a year now. Not a lot of places to go but if you like pagodas, museums, lakes, malls, fishing, badminton, biking then its ok for you.
