Unless you are exceptionally fluent, Chinese or English won"t give you any advantage in Singapore.
Thus I recommend applying at Russian or Turkish companies there, or local companies who deal with Russia or Turkey.
The financial industry is crowded with skilled Indians who will work for peanuts, thus unless you have valuable niche skills that they don't, the pay might be below your expectations.
