Import regulations of a puppy

Hi All,

I'm in desperate need of information about import regulations on import of a puppy.  I breed standard poodles in the US and an expat in Thailand is getting a puppy.  She has flown here to pick it up and is supposed to leave from Seattle on June 15th with the puppy flying with her in the cabin.  I thought she had all the import papers taken care of but just found out that she didn't know anything about the need for Lepto or other vacinations.  She told me that a vet could write a letter saying that the puppy was too young for a rabies vac. 
Is this true?  can the vet also write one for the other vaccines?

She also tells me that it wont be a problem at the airport because she can pay undertable to get the puppy through.

Is this a risk?

I'm not willing to send this puppy if there's any chance of quarenteen.

PLEASE, any advice would help.
