A few days ago I read an article, I think by Mabel Renhardt?, lamenting the sad state of Paraguayan internet usage,... less than Haiti. It was an old article, before the Haitian earthquake, looong before.
But here are some new numbers:

Paraguay's internet penetration, at 12.8% is above Bolivia (10.2%), & Ecuador (12.1%).
Recently, but before their earthquake, Haiti's internet penetration was 11.1%.
Most interesting is Paraguay's growth in internet penetration. From 2000-2099 growth was 4,371%, second only to Guyana's 6,733%.
A weakness in the growth numbers is that high growths now, suggest low absolute levels in 1999. Proof of this is the fact that these countries' absolute penetrations are still low.
Internet penetration growth, it is not unlimited. It is limited to 100%. Paraguay and these countries have a lot of room for growth.
Paraguay is in an extremely unusual situation in comparison to similar low-penetration states: Guarani is an official language and is actually spoken by a lot of people. Will it make a difference in regards to adopting the internet? My guess is that it will be similar to Tagalog, the language of the Philippines. Guarani will have staying power and the internet will help it stay.
