Best place to live : Hungary or Bulgaria?

My husband said in the "old days" when it was communist in Hungary, people had to ring their flat managers every time they wanted to enter the house.
He often got dirty looks as a young man coming home later at night from clubs and waking up his old house manager from her cozy bed.
Wonder if the gov. was able to keep tabs on people's comings and going's that way, just seems so silly now to think about waking up the manager to open the front door of the apt. house.
Good idea to double check there is a manager on site but then again, these days there is little they can do to enforce house rules other then calling up the police.
My neighbor is not the official manager but he does have a close tie with the building manager who lives off site.
He hands out the spare keys etc. to new tenants who are renting, we have about a 50/50 mix of owners and renters in our house.
He has had strong words with a few people in the building and actually was given a ticket to appear in court after putting his hands on an unruly couple. The young women is rather a pain at times, she has screaming matches with her middle aged mother at odd times.
He was written up in the newspaper for laying hands on the young women and her boyfriend who does not live in the building.
He also had to pay a large fine in court. Now he is much more low key with handling wild people in the house.
If the police come out and don't find an issue then you are the problem. Not easy without a house manager living on site.
Our friends have a 24 hour doorman at their building but their common costs are more then double ours and their flat is the same size as ours.
