public school eligibility?

We are moving to Spain for 6 months and I want to enroll my two boys in public school (age 10 and age 12).  They have pretty much intermediate fluency in Spanish from grade school.  What are the requirements/obstacles to getting them enrolled.  How do I find information about schools in different neighborhoods in Madrid?
