USA J2 visa....who knows about it????????

hello.

My husband got an offer of a post-doc in USA and he will be getting a J1visa, and to join him i will have to get a J2 visa, but the thing is that i am in Morocco and he is in France...can he apply for his J1 and my J2 at the same time from France? or i have to apply for my visa from the country of my residence? how long does it take to get it?
