Research for brazilian project manager

We are one french company, now we need one purchasing project manager in Brazil, the particuliar requirements are as follows:
a brazilian project manager :

-      Brazilian (born in brazil)

-      Minimum 30 years old

-      Engineer is better, or purchaser

-      Speaks fluent English, mandarin is a plus

-      Have experience of minimum 3 years in china

-      Have experience in purchase or quality management

-      Have experience in project management

-      Want to go back to sao paulo
