Visa/Bank Question

I have lived in Managua for the past year and was recently hired by one of the private schools to stay on teaching for two more years. They are going to take care of all Residency Visa steps here in country, but I have to do the things required in the states. I know I have to send a notarized birth cert, health form, and police report to a consulate. How do I do it? Do I call them first, fill out a form, go in person? I dont just want to send those documents randomly.

Secondly, I'll have a cedula when that stuff goes through, but will potentially need a bank account before that knowing how slow that stuff goes here. Which bank should I use to open a checking account? Will that card work if I travel to the states/Europe? I'll be living in Santo Domingo so I can easily access Gallerias which I think has every bank in it.
