Concrete information on exiting EU when I've overstayed my visa?

Does anyone know if there is some kind of information regarding in what manner one is penalised when overstaying a visa?

So far the best information I have is friends who know many other friends who have done this. It seems to depend on the place from which you leave.

Everything I've heard seems to indicate it is random and dependant on the whim of the customs officer. Specifically I want to know if there is something consistent as far as the amount of time I may be barred from re-entering Europe or Spain in particular.

Thanks for any info anyone might have.
