I was going to pop this in the Bali forum but the permits thing covers all of Indonesia so a more general forum seemed better.

As Many as 300 Illegal Villas in Bali’s Southern Region Slated for Demolition

(3/11/2012) In keeping with an expected stricter enforced of building and zoning laws following the ratification and acceptance of Bali’s 2009 Zoning Law (RTRW), the Badung regency government is ordering the demolishment of around 300 villas in the regency erected without proper building permits.

Watch out for sly con men who'll happily tell you as is well as the run to the bank with your cash you've just wasted on nothing.
