It depends on the type of investment. If you are looking to start up a business, you may want to consider an E-2 visa. If you want to invest in an existing business to get a green card, there are several regional centers that you can invest 500k passively. As for tax rate, it depends on the type of corporate entity you set up. With respect to recruiting, that's probably something you have to figure out after you decide what type of business and visa you want to go with. I'm a US immigration lawyer so I've dealt with foreign investors of all kinds.
