Bird trapping

Does anyone know the current law on bird trapping in Malta.
We have been watching the locals clearing a patch of land, setting up a hide and placing small birds in cages plus one small bird tied to a stake in the ground. They then sit in the hide, we assume trying to entice and then trap some small birds. Why? as they only seem to keep them in the garage area in very small cages. Is this legal?

It is illegal to trap birds outside of the trapping season, and the trapping season hasn't opened yet (and may not be) - the hunting season is open, so its legal to shoot at certain types of birds. You can report any instances to Birdlife Malta and to the police

Bear in mind some policemen are also trappers/hunters - if you are concerned about this, you may want to report it anonymously to the police, or just go straight to Birdlife

as i understand it malta is still claiming exemption from the eu protective laws to enable the hunting of migratory european turtle doves, quails, song thrush and golden plovers..... it,s quite hearbreaking that it goes on and it,s hard as i hear the shooting where i live....sad((((

Thanks to all for the replies, we sort of guessed that it was illegal but we think one of the men is our neighbours son ( he also goes out hunting with a rifle). Our neighbours are very good and we don't want to fall out with them so may just report it to birdlife.
I went in the neighbours garage the other day to help change a gas bottle and they have rows of very small cages with just one bird in each, the garage is very dark with no windows, so sad.
Not sure what plesure they get from catching and keeping these poor birds.
